RemoveAllItems would remove all of the items in your character's inventory, not your target's.
You can select a target by clicking on an item, NPC or object with your cursor whilst the console is open. A target is an item, NPC or object in the game that a command applies its effect to. Some commands in Skyrim require a target - in our list, these are labelled with a Target Command badge.
